Andy is a founding partner of McAllister & Quinn and manages a portfolio that includes Fortune 500 companies, non profit institutions, and associations. Prior to founding McAllister & Quinn, Andrew worked for 7 years on the staff of Congressman Steny Hoyer (D-MD) where he handled appropriations, transportation, commerce, energy, labor, and government reform issues during his tenure. Congressman Steny Hoyer is the current House Majority Leader – the number two leadership position within the Democratic leadership structure in the U.S. House of Representatives. Through his work in a Leadership office on Capitol Hill, Andrew developed close relationships with Members of Congress on both sides of the aisle and senior career Executive Branch officials throughout the Federal government. Although his clients have a diverse range of interests, Andrew's core expertise is appropriations. He has an insight and perspective on the appropriations process that only comes from spending years working for a senior Member on the Appropriations Committee. This expertise has produced tangible results for his clients, who have received tens of millions of dollars in Federal funding and government contracts and scored legislative victories through policy riders inserted onto appropriations bills. Andrew is a graduate of the University of Arizona where he received his B.S. in Economics. He and his wife Jill live in Washington, DC with their son Donovan. |

For more than a decade and from both on and off Capitol Hill, John has been an active player in major public policy debates and national politics. John works with clients in many different industries on a broad scope of funding and policy issues related to appropriations, technology, education, homeland security, health care, transportation, and other areas. His strong ties to Republican and Democratic leaders in Congress and various federal agencies provide him with unique access to the resources and intelligence of the key decision makers in Washington DC. John specializes in helping the firm's clients to secure federal appropriations for their various development needs. John's extensive knowledge of the legislative and appropriations process enables him to develop and execute effective winning strategies for each specific client that he represents. Prior to founding McAllister & Quinn, John's Capitol Hill experience included serving as Legislative Director to Congressman Bud Shuster (R-PA). John grew up in Olean, New York and graduated from Albright College with a B.A. in Political Science. He and his wife Ann live in Washington DC with their sons John Joseph and Liam. |
Chris serves as Vice President at McAllister & Quinn and leads the technology and renewable energy practice. With two decades of experience working for numerous Members of Congress as a senior staff person and a Chief of Staff, Chris brings a unique background and understanding of the workings of Congress. Chris has experience in the appropriations process and a comprehensive understanding of renewable energy related policy matters and defense related policy matters. He has secured federal and state funding for numerous technology related projects. Chris has also served as a state lobbyist for the Manufacturing Association of Central New York, Campaign Manager for numerous Congressional and Statewide Elections, and Director of Operations for the New York State Assembly Minority Leader. He started his professional career as an aide to former New York Senator Alfonse D'Amato. Chris grew up in Putnam County New York and graduated with a bachelor of arts in political science from the State University of New York College at Oneonta. He and his wife live in Northern Virginia with their two children. |
Ellen serves as Vice President at McAllister & Quinn. Ellen comes to the firm with substantial experience working on both authorizing and appropriations issues in Congress, as well as in Democratic politics. Prior to joining McAllister & Quinn, Ellen worked for Congresswoman Lucille Roybal-Allard (D-CA) for more than eleven years, and as her Chief of Staff since 2002. Congresswoman Roybal-Allard is a member of the House Appropriations Committee and a former Chair of the Congressional Hispanic Caucus. As Chief of Staff, Ellen was responsible for managing both the Washington, DC and Los Angeles offices, as well as overseeing the office’s appropriations agenda. During her tenure with Congresswoman Roybal-Allard, Ellen has worked on the Budget Committee, the Financial Services Committee, and the Select Committee on U.S. National Security and Military/Commercial Concerns with the People’s Republic of China. In addition, she handled a broad spectrum of issues, including health, labor, crime, and tax policy. Ellen is a native of Sacramento and earned her BA in political science at California Polytechnic State University, San Luis Obispo and her M.A. in political science from Stanford University. She and her husband Kris live in Washington, DC with their sons William and Henry. |
Melissa serves as Vice President at McAllister & Quinn. Melissa brings to the firm more than 12 years of public policy experience in the House and Senate and at a national nonprofit. She advocated before Congress and the Administration for mentoring public policy and funding issues as the Director of Government Relations at MENTOR/National Mentoring Partnership, representing roughly 30 state and local partnerships and 4,000 local mentoring programs across the country. Prior to that, she served as Legislative Director to Senator Daniel Akaka (D-HI), leading a collaborative legislative and press team including personal staff and the staff of the Veterans' Affairs Committee and a Homeland Security and Governmental Affairs Subcommittee in the development and implementation of the Senator's legislative priorities. In addition, she was responsible for a broad range of issues, including education, economic and financial literacy, child and family, budget, tax, business, the arts, and community service policy. Before that, she worked as a Domestic Policy Advisor for the Senate Democratic Policy Committee under the leadership of Senator Harry Reid (D-NV) and former Senator Tom Daschle (D-SD), and as a legislative and press staffer for the late Congresswoman Patsy Mink (D-HI). Melissa hails from the Island of Maui, Hawaii, and earned her BS in biology and communication at Cornell University and her MBA in strategy and marketing from the Yale School of Management. She, her husband Greg, and her young daughters live in Lake Ridge, VA. |
Steve serves as Director of Federal Affairs with substantial background in federal and state government affairs. He joined McAllister and Quinn after serving four years on the staff of Congressman Michael N. Castle (R-Delaware). Congressman Castle is the current Chairman of the House Education and the Workforce, Subcommittee on Education Reform, which has oversight of elementary and secondary education. Castle is also a senior Member of the House Financial Services Committee and President of the Republican Main Street Partnership. Legislative areas that Steve handled for the Congressman included appropriations, transportation and infrastructure, energy, environment, health care, agriculture, and economic development. Prior to his work for Congressman Castle, Steve served two years as Senior Policy Analyst for former-Massachusetts Governor Paul Celluci. In that capacity, Steve worked with the National Governor’s Association in lobbying Capitol Hill and the Clinton Administration on behalf of funding and policy priorities for the State of Massachusetts. Steve and his wife Michelle currently reside in Gaithersburg, Maryland. |
Amanda serves as Director of Federal Affairs at McAllister & Quinn and has an impressive background working in the U.S. Congress. Amanda joins McAllister & Quinn after serving almost two years on the staff of the House Science Committee and over three years with Congressman John McHugh (R-New York). Congressman McHugh is a senior Member of the House Armed Services Committee, which has oversight of the Pentagon and defense policies. Congressman McHugh is also a senior Member of the House Government Reform Committee. Legislative areas that Amanda handled for the Congressman included telecommunications, higher education, Social Security, energy, environment, health care, and immigration. Prior to her work for Congressman McHugh, Amanda worked for nearly two years providing staff and Member support for the House Science Committee. The House Science Committee has jurisdiction over all non-defense federal scientific research and development programs. Amanda worked with agencies such as the National Aeronautics and Space Administration, the Environmental Protection Agency, the National Science Foundation, the Federal Aviation Administration, and the National Oceanic and Atmospheric Administration. Amanda earned a Masters in Public Policy at Georgetown University focused on International Development and received her B.A. in Politics from Ithaca College. She currently resides in Alexandria, Virginia. |
Megan serves as Director of Federal Affairs at McAllister & Quinn and has a significant background working in the U.S. Congress. She joined McAllister & Quinn after serving two years on the staff of Congresswoman Anna Eshoo (D- California). Congresswoman Eshoo is a senior Member of both the House Energy and Commerce Committee and the House Permanent Select Intelligence Committee. Legislative areas that Megan handled for the Congresswoman included economic development, women’s health and education. Prior to her work for Congresswoman Eshoo, Megan worked for a year providing staff and Member support for Congressman Richard E. Neal (D-Massachusetts). Congressman Neal serves as a senior Member of the House Ways and Means Committee and is the Chairman of the Subcommittee on Select Revenue Measures. Megan earned her B.A. in Political Science from St. Bonaventure University and currently resides in Washington, D.C. |
Steve serves as a Director of Federal Affairs at McAllister & Quinn. He brings over 13 years of congressional and government affairs experience to his clients. Steve lobbies Congress and the Executive Branch on a wide range of issues, including appropriations, coastal issues, transportation, economic development, water and wastewater treatment, and not-for-profit issues. Steve began his career on Capitol Hill as a legislative aide to U.S. Senator Barbara Boxer (D-CA), who is the current Chairwoman of the Environment & Public Works Committee. Steve also served as Legislative Director to Congressman Frank Mascara, who served on the Transportation & Infrastructure Committee and the Financial Services Committee. Through his experience managing appropriations requests in both the House and Senate, as well as handling all legislative issues that came before the Senate Environment and Public Works Committee and the House Transportation and Infrastructure Committee, Steve is able to help clients achieve their goals by navigating the complex workings of the legislative process. His network of contacts on Capitol Hill and knowledge of Congressional procedure are an invaluable resource to clients. Prior to joining McAllister & Quinn, Steve worked for another firm where he represented a wide variety of municipal and non-profit organizations before Congress and federal agencies. He also served as Vice President of Government Affairs for a transportation trade association and as Director of Federal Affairs for a lobbying firm where he specialized in transportation and municipal needs. Steve holds a bachelor's degree in History from the University of California, Santa Barbara. He and his wife, Amy, live in Potomac, Maryland, with their sons Garen and Evan. Ken serves as Director of Federal Affairs at McAllister & Quinn. He has a substantial background in technology, international business and government affairs. Ken brings to McAllister & Quinn 10 years of experience in the semiconductor equipment and materials, and related industries including: semiconductor, solar energy, and flat panel display. Most recently, Ken was the senior manager of public policy in Washington, DC for Semiconductor Equipment and Materials International (SEMI) – the global industry association that represents the suppliers for the advanced electronic manufacturing industries. In this role he was responsible for technology, renewable energy and competitiveness policy issues including: solar energy, climate change, R&D funding, immigration reform, export control, tax and trade. Ken also handled SEMI’s political outreach, public policy communications, and political action committee. Furthermore, he coordinated global government affairs efforts with other regions where SEMI has a significant presence including: China, Europe and India. Prior to being senior manager of public policy, Ken was a standards engineer at SEMI headquarters in San Jose, CA. In this position, he managed the development of international standards and safety guidelines for the semiconductor industry in the areas of: environmental, health and safety; liquid chemicals; compound semiconductor materials; automated test equipment; and flat panel display. Ken earned his M.B.A. with a concentration in international business from the Johns Hopkins University Carey Business School in Baltimore, Maryland. He has a B.A. in political science and B.A. in communication from the University of New Mexico in Albuquerque, New Mexico. |

Sally serves as Senior Vice President of McAllister & Quinn’s higher education practice division. She has 21 years of experience in higher education as both a professor and academic administrator. Dr. White served as vice president for academic affairs at College of Notre Dame, where she initiated a number of significant developments, including the integration of separate Schools of Pharmacy and Education, successful pre-candidacy status for School of Pharmacy from ACPE, and revamped the governance structure of the College. While Dean at Lehigh University, Dr. White led the expansion of graduate programs into the Middle East, Asia and Europe and created a unit-based decision making approach to leadership that was tied to strategic planning and outcomes assessment. She also created a corporate board that raised millions of dollars in endowment and annual giving, as well as oversaw the College into US News and World Report’s Top 50 for five consecutive years. Dr. White formerly served as Dean of the Graduate School and Associate Vice President for Research at Towson University where records were set for research expenditure and she developed a more research-oriented faculty culture. She was Professor at Illinois State University and began her career as Assistant Professor at the University of New Hampshire in1988. |
Randy serves as Foundation and Corporation Grant Analyst at McAllister & Quinn. She is responsible for identifying and assisting in securing private grant funding for the firm’s college and university clients. Randy provides clients with advice and support in how to develop relationships with foundations and corporate giving programs. Before joining McAllister & Quinn, Randy served as a grant writer and development specialist for a variety of non-profits through which she was able to secure millions in grant funding awards for operational and program support. She was also an editor and reporter for a decade at Thompson Publishing Group, covering the U.S. Congress and federal agencies on a range of issues. Born and raised in North Carolina, Randy earned a M.T.S. from Wesley Theological Seminary in Washington, D.C. She has an M.A. in political science from the University of South Florida and a B.A. in political science from Louisiana State University-Shreveport. |
Brian serves as Federal Grant Analyst at McAllister & Quinn. His duties include researching, identifying, and assisting in securing federal grant funding for the firm’s college and university clients. Brian works with clients to help them navigate the federal grant process and advises them in order to help procure funding from a variety of grant programs. Prior to joining McAllister & Quinn, Brian worked at the Environmental Protection Agency in Washington, D.C. During his time there he served in several different capacities related to federal grants, including working both internally with EPA staff and externally with grant recipients on various stages of the funding process. Brian also worked on compliance and post award monitoring during his five years at the EPA. Brian is a native of Ohio, where he earned a B.A. in Geography at Miami University. He has also recently completed a M.A. in Natural Resources and Sustainable Development from American University in Washington, D.C. |
