Andy is a founding partner of McAllister & Quinn and manages a portfolio that includes Fortune 500 companies, non profit institutions, and associations. Prior to founding McAllister & Quinn, Andrew worked for 7 years on the staff of Congressman Steny Hoyer (D-MD) where he handled appropriations, transportation, commerce, energy, labor, and government reform issues during his tenure. Congressman Steny Hoyer is the current House Minority Whip – the number two leadership position within the Democratic leadership structure in the U.S. House of Representatives. Through his work in a Leadership office on Capitol Hill, Andrew developed close relationships with Members of Congress on both sides of the aisle and senior career Executive Branch officials throughout the Federal government. Although his clients have a diverse range of interests, Andrew's core expertise is appropriations. He has an insight and perspective on the appropriations process that only comes from spending years working for a senior Member on the Appropriations Committee. This expertise has produced tangible results for his clients, who have received tens of millions of dollars in Federal funding and government contracts and scored legislative victories through policy riders inserted onto appropriations bills. Andrew is a graduate of the University of Arizona where he received his B.S. in Economics. He and his wife Jill live in Washington, DC with their son Donovan. |

For more than a decade and from both on and off Capitol Hill, John has been an active player in major public policy debates and national politics. John works with clients in many different industries on a broad scope of funding and policy issues related to appropriations, technology, education, homeland security, health care, transportation, and other areas. His strong ties to Republican and Democratic leaders in Congress and various federal agencies provide him with unique access to the resources and intelligence of the key decision makers in Washington DC. John specializes in helping the firm's clients to secure federal funding for their various development needs. John's extensive knowledge of the legislative, appropriations, and grants process enables him to develop and execute effective winning strategies for each specific client that he represents. Prior to founding McAllister & Quinn, John's Capitol Hill experience included serving as Legislative Director to Congressman Bud Shuster (R-PA). John grew up in Olean, New York and graduated from Albright College with a B.A. in Political Science. He and his wife Ann live in Washington DC with their sons John Joseph and Liam. |
Brandon serves as Vice President at McAllister & Quinn and has extensive experience in technology, national security, media, telecommunications, intellectual property, and privacy issues. Prior to joining McAllister & Quinn, he served as Counsel to Senator Dianne Feinstein (D-CA) on the Senate Judiciary Committee and as Counsel to Representative Bennie Thompson (D-MS) on theHouse Homeland Security Committee. He was previously an adviser to the New York City Police Department (NYPD), an adjunct professor at Seton Hall University, and a senior policy analyst with SAIC. Brandon earned a B.A. from Union College, a J.D. from the Fordham University School of Law and an L.L.M. from the Georgetown University Law Center. He is a member of the Hispanic National Bar Association and serves on the boards of the Hispanic Lobbyists Association and the Homeland Security & Defense Business Council. He and his wife Melanie live in Washington, D.C. with their daughter Avery. |
Chris serves as Vice President at McAllister & Quinn and leads the technology and renewable energy practice. With two decades of experience working for numerous Members of Congress as a senior staff person and a Chief of Staff, Chris brings a unique background and understanding of the workings of Congress. Chris has experience in the appropriations process and a comprehensive understanding of renewable energy related policy matters and defense related policy matters. He has secured federal and state funding for numerous technology related projects. Chris has also served as a state lobbyist for the Manufacturing Association of Central New York, Campaign Manager for numerous Congressional and Statewide Elections, and Director of Operations for the New York State Assembly Minority Leader. He started his professional career as an aide to former New York Senator Alfonse D'Amato. Chris grew up in Putnam County New York and graduated with a bachelor of arts in political science from the State University of New York College at Oneonta. |
Melissa Unemori Hampe serves as Senior Vice President at McAllister & Quinn. Melissa joined the firm in 2008 and brought to it more than 12 years of public policy experience in the House and Senate and at a national nonprofit. She has developed and continues to manage the firm’s suite of federal and foundation grant services. She provides strategic government affairs analysis, advice, and advocacy services to a range of non-profit, for profit, and state government clients. She augments her work through collaborative coalitions, bringing together or serving as a key player on various coalitions to achieve wider federal legislative and policy aims. |
Ellen serves as Vice President at McAllister & Quinn. Ellen joined the firm in 2007, after spending more than 11 years working for Congress and in politics. Ellen manages an impressive array of clients including nonprofit, governmental, and cultural organizations, with a variety of interests including human and social services, health, women’s empowerment, and law enforcement/justice. She specializes in providing clients with strategic government affairs analysis and advocacy services as well as assistance with fund development through federal grants and foundations. Prior to joining McAllister & Quinn, Ellen worked for Congresswoman Lucille Roybal-Allard (D-CA) for more than 11 years, and as her Chief of Staff since 2002. Congresswoman Roybal-Allard is a senior member of the House Appropriations Committee and a former Chair of the Congressional Hispanic Caucus. During her tenure with Congresswoman Roybal-Allard, Ellen worked on the Appropriations, Budget and Financial Services Committees, as well as handled a broad spectrum of issues, including health, labor, justice, education, and women’s and children’s issues. Ellen is a native of Sacramento and earned her B.A. in political science at California Polytechnic State University, San Luis Obispo and her M.A. in political science from Stanford University. She lives with her family in Washington, DC. |
Carter A. Lawson serves as Vice President at McAllister & Quinn and leads the project finance practice group. Prior to joining the firm in 2011, Carter served as the Deputy General Counsel for the Export-Import Bank of the United States, the official export credit agency of the U.S. government. In this role at Ex-Im Bank, Carter managed a legal staff comprised of twenty three attorneys providing a full range of legal services in support of over $24 billion in financing of U.S. exports annually. As the senior attorney on the professional staff, Carter played a leadership role in every aspect of the Bank’s operations, including structuring complex cross-border transactions, asset management and restructurings, risk management, fraud and compliance, congressional relations, human resources, product and policy development and corporate governance. Carter also served as Ex-Im Bank’s point person with respect to all issues involving Iran sanctions. Prior to joining Ex-Im Bank, Carter was the Chief Counsel for UniStar Nuclear Energy, LLC, a joint venture between Constellation Energy Group and Électricité de France. As Chief Counsel, Carter was responsible for the management of legal services and issues related to UniStar. Carter has also served as Lead Counsel at the Export-Import Bank of the United States, where he worked on numerous international structured and project finance transactions in many sectors, specializing in energy. Carter earned his Bachelor of Arts degree from the University of Georgia and his Juris Doctor and Masters of Law (International & Comparative Law) from the Georgetown University Law Center. |
David Grenham serves as Vice President of Business Development at McAllister & Quinn, where he assists the firm to develop new and innovative business development strategies and helps build partnering relationships with industry associations and other organizations. David’s experience includes advocacy and grassroots coalition-building, client services, marketing and business development, and media and public relations strategy development. David has worked in the government affairs and law firm arenas for more than 12 years. Prior to joining McAllister & Quinn, David most recently served as director of client services and marketing at The Ferguson Group, a Washington government affairs consulting firm, where he worked with partners to improve services to clients and oversaw the firm’s public relations and communications efforts. He previously worked for Arnold & Porter LLP and Covington & Burling LLP, where he managed those firms’ litigation and new technology practice groups. Before that he managed media relations and communications for the Healthcare Leadership Council, a coalition of chief executives from all disciplines within the health care system, where he was responsible for national and grassroots media outreach on key health policy issues, including Medicare reform, insurance reform and women’s health. Before moving to Washington, DC in 1995, David was a newspaper editor and reporter in Valencia County, New Mexico. David is a 1991 graduate of Northeastern University in Boston, Massachusetts, where he earned a bachelor of arts in journalism. |
Steve serves as a Director of Federal Affairs at McAllister & Quinn. He brings over 14 years of congressional and government affairs experience to his clients. Steve lobbies Congress and the Executive Branch on a wide range of issues, including appropriations, transportation, defense, energy, economic development, water and wastewater treatment, and not-for-profit issues. Steve began his career on Capitol Hill as a legislative aide to U.S. Senator Barbara Boxer (D-CA), who is the current Chairwoman of the Environment & Public Works Committee. Steve also served as Legislative Director to Congressman Frank Mascara, who served on the Transportation & Infrastructure Committee and the Financial Services Committee. Through his experience managing appropriations requests in both the House and Senate, as well as handling all legislative issues that came before the Senate Environment and Public Works Committee and the House Transportation and Infrastructure Committee, Steve is able to help clients achieve their goals by navigating the complex workings of the legislative process. His network of contacts on Capitol Hill and knowledge of Congressional procedure are an invaluable resource to clients. Prior to joining McAllister & Quinn, Steve worked for another firm where he represented a wide variety of municipal and non-profit organizations before Congress and federal agencies. He also served as Vice President of Government Affairs for a transportation trade association and as Director of Federal Affairs for a lobbying firm where he specialized in transportation and municipal needs. Steve holds a bachelor's degree in History from the University of California, Santa Barbara. He and his wife live in Potomac, Maryland, with their two sons. |
Megan serves as Director of Federal Affairs at McAllister & Quinn and has a significant background working in the U.S. Congress and the Indiana General Assembly. She joined McAllister & Quinn after serving more than two years on the staff of Congressman Brad Ellsworth (D- Indiana). Prior to her work for Congressman Ellsworth, Megan served as Leadership Assistant to Indiana House Majority Leader Russ Stilwell. During her time at the Indiana Statehouse, Megan also worked with the House Labor Committee, the House Roads and Transportation Committee, and the House Public Policy Committee. Megan earned her B.A. in Political Science from Millikin University and currently resides in Washington, D.C. |
Steve serves as Director of Federal Affairs at McAllister & Quinn and has extensive experience working in the U.S. Congress and with the Department of Defense. He joined McAllister & Quinn after serving seven years on the staff of House Majority Leader Steny H. Hoyer (D-MD). As the Democratic Majority Leader’s top military staffer, Steve worked closely with the House Armed Services Committee and House Defense Appropriations Subcommittee on policy and funding initiatives. Responsible for all defense issues, he facilitated university partnerships and manufacturing contract opportunities with the Air Force, Navy, Marine Corps, Army, and Special Operations Command. Steve managed policy and funding issues impacting military assets in Maryland, including the Naval Air Station and the Naval Surface Warfare Center. During and following the Pentagon’s most recent Base Realignment and Closure process (BRAC 2005), Steve coordinated efforts to support the state’s military installations and National Guard mission. His portfolio also focused on unconventional threats, such as special operations, terrorism and weapons systems. In addition to military issues, Steve worked closely with congressional committees and federal agencies on legislative initiatives involving the National Science Foundation, the National Aeronautics and Space Administration, the National Institute of Standards and Technology, the Food and Drug Administration, and the General Services Administration. He was also responsible for appropriations for the Small Business Administration, the Department of Commerce and the Department of Justice. Steve earned his B.A. in Political Science from James Madison University and currently resides in Washington, DC. |
Amanda serves as Director of Grants and Federal Affairs at McAllister & Quinn and has an impressive background of having worked in the U.S. Congress, government relations, and with federal grants for over ten years. Amanda has been serving higher education, nonprofit and corporate clients for nearly six years at McAllister and Quinn, successfully formulating and executing comprehensive government relations and grant strategies. She joined McAllister & Quinn after serving almost two years on the staff of the House Science Committee and over three years with Congressman John McHugh (R-New York). Congressman McHugh was a senior Member of the House Armed Services Committee, which has oversight of the Pentagon and defense policies, and is now the Secretary of the U.S Army in the Obama Administration. Legislative areas that Amanda handled for the Congressman included telecommunications, higher education, energy, environment, health care, and immigration. Prior to her work for Congressman McHugh, Amanda worked for nearly two years providing staff and Member support for the House Science Committee. The House Science Committee has jurisdiction over all non-defense federal scientific research and development programs, many of which are critically important to the science programs and research being pursued at universities nationwide. In this position, she worked closely with agencies such as the National Science Foundation, National Aeronautics and Space Administration, the Environmental Protection Agency, the Federal Aviation Administration, and the National Oceanic and Atmospheric Administration. Amanda earned a Master’s degree in Public Policy at Georgetown University focused on International Development and received her B.A. in Politics from Ithaca College. Amanda teaches as an Adjunct Professor at a local community college and currently resides in Alexandria, Virginia. |
Ken serves as Director of Federal Affairs at McAllister & Quinn. He has a substantial background in technology, international business and government affairs. Ken brings to McAllister & Quinn 10 years of experience in the semiconductor equipment and materials, and related industries including: semiconductor, solar energy, and flat panel display. Most recently, Ken was the senior manager of public policy in Washington, DC for Semiconductor Equipment and Materials International (SEMI) – the global industry association that represents the suppliers for the advanced electronic manufacturing industries. In this role he was responsible for technology, renewable energy and competitiveness policy issues including: solar energy, climate change, R&D funding, immigration reform, export control, tax and trade. Ken also handled SEMI’s political outreach, public policy communications, and political action committee. Furthermore, he coordinated global government affairs efforts with other regions where SEMI has a significant presence including: China, Europe and India. Prior to being senior manager of public policy, Ken was a standards engineer at SEMI headquarters in San Jose, CA. In this position, he managed the development of international standards and safety guidelines for the semiconductor industry in the areas of: environmental, health and safety; liquid chemicals; compound semiconductor materials; automated test equipment; and flat panel display. Ken earned his M.B.A. with a concentration in international business from the Johns Hopkins University Carey Business School in Baltimore, Maryland. He has a B.A. in political science and B.A. in communication from the University of New Mexico in Albuquerque, New Mexico. |
Frank serves as a Director of Federal Affairs at McAllister & Quinn. With fifteen years of government relations, legislative, and hands-on technology experience Frank combines his deep technical background with his analytical and policy expertise to craft strategies to achieve meaningful outcomes for the firm’s clients. Prior to joining McAllister & Quinn, Frank handled a broad portfolio of issues in the national security, veterans, and foreign policy areas for Senator Barbara A. Mikulski of Maryland, including all of her work in those areas as a senior member of the Senate Appropriations Committee. Frank has also worked as a Senior Program Analyst at the U.S. Government Accountability Office and as a Senior Policy Advisor to Congressman Ed Schrock of Virginia, where he handled all of Congressman Schrock’s work as a member of the Armed Services and Government Reform Committees. During his time as an active duty U.S. Navy officer, Frank held operational assignments on major surface ships, including a tour of duty as Nuclear Reactor Controls Officer onboard the aircraft carrier U.S.S. George Washington. In his final military assignment in the Navy Office of Legislative Affairs. Frank worked at the intersection of the Congress, the administration, and the Navy Secretariat, gaining first-hand perspective of legislative operations and the interagency process from inside the Pentagon. Frank holds a B.S. in Computer Science from the University of Notre Dame and a Master of Public Policy from the George Washington University. He is also a graduate of the U.S. Navy Nuclear Power School. Frank and his wife Dayle live in Silver Spring, Maryland with their son Noah. |
Kyle serves as Director of Defense, Technology, Renewable Energy Policy and Research at McAllister & Quinn under the technology and renewable energy practice. Kyle earned his Bachelor of Arts in English from Bucknell University in Lewisburg, PA. While at Bucknell, Kyle interned at the Union County Conservation District, responsible for researching local and state energy issues and completing project feasibility assessments. Studying for a semester in Washington, D.C., Kyle interned and wrote for American Prospect magazine. Kyle is currently completing a Masters of Public Policy degree with a concentration in science and technology policy from The George Washington University in Washington, D.C. |
James serves as Director of Grants, Policy, and Federal Affairs at McAllister & Quinn providing government relations and grant support services to many of the firm’s nonprofit clients, as well as for profit and state government clients. James received his Bachelor of Arts in Political Science and Economics from Western Michigan University in Kalamazoo, MI. While at Western, James completed internships at all levels of government. James interned at the Family Division of the Kalamazoo Circuit Court as well as with the City Manager of Springfield, MI working on a variety of local governmental issues. He also interned with the State Department at the US Embassy in London covering economic research and learning about international relations. James recently completed his Masters of Public Administration degree with a concentration in policy analysis from American University in Washington, DC. |
Denise serves as McAllister & Quinn’s Practice Development Administrator. She has substantial background in business development as well as federal and state government affairs. Denise has over 6 years work experience on Capitol Hill, including the House Transportation and Infrastructure Committee and personal office of former Congressman Michael Flanagan. She also spent a few years lobbying with a small firm as well as managing their fundraising efforts. Denise also worked as a Contracts Administrator for an Atlanta-based law firm where she reviewed and managed government contracts under GSA’s MOBIS schedule. Most recently, she worked as a practice development administrator for a large international law firm. Denise grew up in Lockport, NY and received a B.A. in History from SUNY at Buffalo. Denise and her husband Matthew currently reside in Leesburg, Virginia. |

Sally serves as senior vice president and leads the higher education practice division. She provides oversight in the development of external funding strategies for colleges and universities, assists clients with institution wide initiatives as well as being a registered lobbyist. Dr. White has 21 years of experience in higher education as both a professor and academic administrator. She served as vice president for academic affairs at College of Notre Dame, where she initiated a number of significant developments, including the integration of separate Schools of Pharmacy and Education, successful pre-candidacy status for School of Pharmacy from ACPE, and revamped the governance structure of the College. While Dean at Lehigh University, Dr. White led the expansion of graduate programs into the Middle East, Asia and Europe and created a unit-based decision making approach to leadership that was tied to strategic planning and outcomes assessment. She also created a corporate board that raised millions of dollars in endowment and annual giving, as well as oversaw the College into US News and World Report’s Top 50 for five consecutive years. Dr. White formerly served as Dean of the Graduate School and Associate Vice President for Research at Towson University where records were set for research expenditure and she developed a more research-oriented faculty culture. She was Professor at Illinois State University and began her career as Assistant Professor at the University of New Hampshire in 1988. Dr. White is involved on community boards in Baltimore and Delaware where she resides. |
Emily serves as Director of Grants and Federal Relations at McAllister & Quinn. Before joining McAllister & Quinn, Emily was a legislative assistant to former Congressman Brad Ellsworth of Indiana. Congressman Ellsworth was a Member of the House Armed Services Committee, which has oversight of the Pentagon and defense policies. As a legislative assistant, Emily advised the congressman on a wide array of issues including education (higher education and K-12), science/technology, economic development, healthcare, transportation and energy. Emily regularly collaborated with a wide array of stakeholders to draft legislation and amendments and to develop strong relationships with key congressional committees and federal agencies. Emily also handled appropriations and grants, where she worked with universities and organizations to identify needs and secure funding. Before serving as a legislative assistant, Emily was the lead constituent advocate in Congressman Ellsworth’s district office, where she helped over 900 constituents resolve problems with federal agencies. In 2007, Emily received an award for her outstanding advocacy on behalf of a local Indiana woman. Emily earned her bachelor of science in Human Development and Family Studies from Indiana University in Bloomington, IN and currently resides in Washington, DC. |
Susan serves as Director of Grants Services at McAllister & Quinn. She is responsible for identifying and assisting in securing federal agency funding for the firm’s college and university clients. Susan provides clients with advice and support in developing relationships, identifying appropriate funding opportunities, and moving forward with applying for funding at federal agencies. Before joining McAllister & Quinn, Susan was Associate Director for Research Development at the Mary Babb Randolph Cancer Center at West Virginia University. She also held a similar position at the Virginia Bioinformatics Institute at Virginia Tech where she was the Education and Outreach Officer. Susan has spent the past 20 years working on and/or leading extramurally funded projects. Some of Susan’s projects were funded by the National Science Foundation, National Institutes of Health, United States Department of Agriculture, and United States Department of Education. Dr. Faulkner is a graduate of Virginia Tech in education administration. |
Maeve is a Federal Grant and Foundation Research Analyst within the Higher Education practice at McAllister & Quinn. In this capacity, Maeve utilizes her expertise to research Federal and Foundation grant programs for McAllister & Quinn’s higher education clients and assists with grant and foundation submissions. Maeve also organizes and attends regular meetings between agency program officers and faculty to discuss grant programs. Additionally, Maeve works to organize and develop McAllister & Quinn hosted grant workshops throughout the year that inform clients about various federal agencies and their upcoming grant programs. Maeve earned her Bachelor of Arts in Journalism with a minor in Spanish from the University of Georgia in Athens, GA. Maeve is from Atlanta, GA and moved to Washington, DC to join McAllister & Quinn. |
